The literature frequently mentions (mis-)trust as a key factor in explaining whether and what kind of international intelligence cooperation is possible. However, dominant rationalist accounts tend to oversimplify trust, say little about its evolution, damage and repair, and conflate inter-state and inter-organisational trust. This framing article for the special issue conceptualises trust as a graduated concept that plays out differently across phases, degrees and levels of intelligence cooperation. We argue that rationalist, sociological and historical institutionalist approaches can complement each other to explain trust dynamics and how these may impact Euro-Atlantic intelligence cooperation during times of growing distrust.<\/p>\n\n\n\n

Member State Intelligence Support to EU Foreign Policymaking<\/strong><\/a><\/h2>\n\n\n\n

This thesis asks under what conditions member states provide intelligence support to EU foreign policy making, that is, to the EU Intelligence and Situation Centre (INTCEN). INTCEN provides EU policy makers with strategic intelligence synthesised from member state contributions. The EU treaties stipulate that national security remains the sole responsibility of the member states (art. 4.2 TEU). This is widely interpreted to apply to intelligence, rendering any support to INTCEN voluntary. EU institutions have repeatedly encouraged member states to contribute.
